The United Kingdom is facing a “significant recession”, according to the Chancellor, Rishi Sunak. The Office for National Statistics reported a record fall in economic output in March. The impact of the pandemic is likely to be even more damaging in the coming months, with one expert warning that the economy is in “freefall”. The economy shrank by 2% in the first 3 months of this year, a period that includes only the first few days of the lockdown. The independent Institute for Fiscal Studies warned that the real impact of the lockdown is yet to be felt, with household spending shrinking at the fastest rate in more than 11 years. Maryland Gov. Larry Hogan (R) on Wednesday is expected to announce plans concerning the first stage of the state’s coronavirus recovery efforts. At an April 24 news conference, Hogan described plans for Maryland to reopen in stages, including the gradual lifting of the state’s stay-at-home order and allowing a number of small businesses to reopen. Victorians are enjoying some re-instated freedom today. People in other states and territories will get some reprieve from coronavirus restrictions over the coming week. The virus is still present in the general community and being passed from person- to-person so the warnings are still very much in place to be vigilant. We’ve had the sad news in New South Wales where there’s been another death from the Ruby Princess cruise ship In this update: 0:26 – Victoria will start to ease some restrictions. The government’s emergency scheme to save millions of jobs by paying most of people’s salaries will be extended until the end of October. The Chancellor Rishi Sunak has told the BBC that many jobs have already been saved by the furlough scheme. But there’s growing concern about the £14 billion a month cost of the scheme so the Chancellor has announced significant changes. – Until July the government will continue to pay 80% of wages up to £2,500 per month. – But from August employers will have to share the cost, as their staff return to work. And employers will be able to bring staff back to work part-time, which isn’t allowed at the moment. Rishi Sunak also spoke of the “heartbreaking” job losses caused by the lockdown. Asked whether the UK is heading for a recession, he acknowledged that the pandemic was going to have a very significant impact on the UK economy. There’s more optimism this morning on Australia’s efforts to limit the spread of coronavirus. For the first time since the pandemic began there’ve been no new reported cases in a 24 hour period in Australia’s worst affected state New South Wales The news comes while there are more announcements about restrictions gradually being lifted in different states and territories. So while there’ve been close to 100 deaths here in Australia, there is this growing sense of hope about a managed transition back to some form of normality. In this update: 0:45 The government is predicting a quarter of a million jobs could return within weeks, as the country slowly eases restrictions.At midday eastern standard time – the Treasurer, Josh Frydenberg, will outline the full economic impact of the pandemic. 0:58 In Victoria, face to face classes will resume for the youngest and oldest students on May 26. All other pupils will return on June 9. Children of essential workers can all still attend classes. 1:10 The aged care sector has drawn up a new code to govern visits to residential care homes. Victorians will be able to host up to five visitors in their homes and meet outdoors in groups of 10 from Wednesday, under the state’s first relaxation of coronavirus restrictions. Under what Premier Daniel Andrews termed the first “safe, cautious and appropriate step” towards normality, Victorians will be able to go fishing, hiking, play golf and join walking groups, provided physical distancing is maintained. The Government has also come to an agreed set of arrangements to allow professional sporting codes, including the AFL, to resume training from Wednesday, he said. “Training resuming paves the way for footy to be back and I think we all want that, provided it’s safe, appropriate and can be done in a cautious way and I’m confident that it can be,” Mr Andrews said. Weddings will now be able to have ten guests, while up to 20 people can attend funerals indoors, and up to 30 people can attend funerals held outdoors. The prime minister has outlined measures to start a gradual easing of the lockdown in England, while warning of the danger of a second surge of the pandemic. In a television address Boris Johnson said it was the right time to “update” the government’s message in England, from “stay at home” to “stay alert”. But Labour warned that the new message lacked clarity. And the “stay at home” message is not being changed in Scotland, Wales or Northern Ireland. The Prime Minister’s plan urges anyone who can’t work from home to return to work, but to avoid using public transport if possible. People will be told they can exercise as much as they want but playing sports can only be done with members of the same household. From June schools in England could see a partial reopening starting at primary level. There are no plans for a full return of secondary schools before September. From July at the earliest, parts of the hospitality industry and other public places might be re-opened. There may be some kind of quarantine for all air travellers arriving in the UK although there is no detail yet. In his latest television addresss announcing gradual easing of the lockdown, the Prime Minister has encouraged people to return to work, if they can’t work from home. The government has said it is working with employers to establish guidance about making the workplace safe. Boris Johnson also said that primary schools in England could partially reopen in June.
