The COVID-19 pandemic has exacerbated Canada’s ongoing crisis in long-term care homes. David Akin looks at the proposed solutions, the calls to ban “for-profit” facilities, and the growing call for the introduction of nationwide standards. Plus, Mike Armstrong explains why Canadian troops say they can’t help Quebec’s virus-stricken care homes through to September, and how the province desperately needs more help. Quebec officials responded Wednesday to a military report which raised serious concerns as to how long-term care homes are being operated in the province. Premier François Legault said the 60-page report did “not have a lot of surprises” about the state of nursing homes, known as CHSLDs, amid the novel coronavirus pandemic. Legault said the long-term care home sector in the province has been unable to fill about 10,000 positions for years now. “The situation remains difficult,” he said, noting facilities desperately need more workers. The premier added they are introducing a program to recruit up to 10,000 workers to join long-term care homes and are offering a paid three-month training program. The report – which came after the military was sent into care homes in Quebec to assist — was released by the government on Wednesday and it outlines three major challenges: staffing shortages, management of personal protective equipment and how hot zones related to COVID-19 are handled. Quebec remains the epicentre of the virus’s outbreak in Canada. The province reported 89 additional deaths on Wednesday, bringing the total to 4,228. There are 541 new cases for a total of 49,139.. Premier Doug Ford said Wednesday that the Ontario government will take over five more long-term care homes around the Greater Toronto Area amid the coronavirus pandemic. The announcement came after a startling report from the Canadian military was released Tuesday outlining multiple issues in homes across the province. The report said military members observed cockroach infestations, aggressive feeding that caused choking, bleeding infections, and residents crying for help for hours. When asked if Ford would either fire or ask for the resignation of Minister of Long-Term Care Merrilee Fullerton, the premier refused and defended his minister. Ontario Premier Doug Ford provided an update on Wednesday regarding the province’s efforts to contain the spread of the novel coronavirus. The premier was joined by Dr. Merrilee Fullerton, Minister of Long-Term Care, and Christine Elliott, Deputy Premier and Minister of Health. Ford announced enhanced safety measures for long-term care facilities due to the high-risk seniors face of contracting COVID-19. The new plan entails that long-term care homes in the province facing novel coronavirus outbreaks will be targeted for testing and surveillance, the staff who work at these facilities will have expanded education on infection prevention and control, and the priority when it comes to personal protective equipment distribution will go toward long-term care facilities – in addition to other measures the Ford government hopes will ease the strain on these facilities. Fullerton said that “over the next 48 hours” Ontario will be launching more “aggressive testing, screening and surveillance” by screening all symptomatic staff and residents of long-term care homes in order to protect that vulnerable population, as well as asymptomatic contacts of confirmed cases.
